They admit:

Never!

What a surprise. It’s something that most of the licensees knew before the introduction of the smoking ban and has been proved correct. Let’s face it; they are the so-called professionals in the industry after all.

It also appears that Punch has stated the obvious:

If you are going to pay £3 for a beer it is going to be because it is fantastic. It’s in fantastic condition, delivered in the right glass, with a fantastic atmosphere in a lovely environment.

Excuse me, but does standing/sitting outside and being vulnerable to the elements of the British climate with less than 50% protection fall into this remit?

I don’t think so. Neither do the 12 million smokers and their friends and family.
